About Us

Who We Are:

We are a marketing coalition made up of over 75 members with economic development interests in the region.

Developed in 1988, the High Ground represents cities, counties and organizations in the West Texas region. The main purpose of the High Ground is to create jobs and increase the tax base of the region. We continue to have a definite presence on the regional, state, and national level with an emphasis on marketing the region to prospective new industry, networking, economic development, education, and providing a common voice on issues that affect the region.

The organization is membership-based and is supported by a 15 person board. The board is made up of Foundation Members, Gold Members, COG representatives and 8 at-large members from around the region. In addition, there are 6 active committees and the administration of the program is handled our executive director, Lorie Vincent.

High Ground Members:

Members of the High Ground are economic development corporations, cities, counties, chamber of commerce, and organizations who have a vested interest in the growth of the region. The High Ground is also supported by the regional councils of government for the West Texas area. Organizations include regional electric and telephone companies, electric and telephone cooperatives, and various industry associations.

  • Arrange Site Visits: We have contacts in the northern 60 counties of the great state of Texas. We'll introduce you to the movers and shakers in the region!
  • Facts and Figures: Need 'em?... We got 'em! Let us tell you about the available workforce, wages, education, training, and utilities in The High Ground of Texas. Our region also has exceptional air, rail, truck and commercial airline jet service to facilitate any and all of your transportation needs.
  • Tax Structure and Incentives: What's available? Freeport exemptions, franchise tax credits, and tax abatements. The communities in the High Ground of Texas are looking for growth and offer a wide variety of incentives to new businesses.
  • Access to Funding Sources: We have contacts with local, regional, and national financial institutions. The High Ground of Texas can assist you with SBA financial services, and other state and federal loan programs.
